Unit IV: Social Policy and Education

4.1   Meaning of social policy in education

Education and society are the two sides of a coin, No single side can exist in absence of the other. Education is for society therefore education should be relevant to the society. Education concerns with the society of each nation. Actually it is education which determines the fate of the nation. Education moulds the society and social development contributes the national development. So, education policy is social policy and vice versa. Otherwise if education does not concern with society and society avoids education, education will be sterile and society will remain barren.
Education is a vehicle through which a society gets developed. On the one hand it is education that develops society; on the other hand, education gets changed as the social policy changes. The change of socio-economic political scenario of the society also brings change in education. In other words, education can change the social policy, and social policy also brings change in education. Until educational policy can address the real need, interest and aspirations of the society and unless social policy can apply the relevant education in the society, such society never gets developed. That is why educational policy determines the fate and future of the society. Since education preserves, transmits and develops the social, norms, values and culture, and education reconstructs the society as a change o time, social policy is the fundamental foundation of education policy. The following two concepts remain relevant on social and educational policy as follows

e.      Biasness of Authority
f.       Culture or Language

B.   Equal Opportunity in Education

a.     Investment in education
b.     Equal distribution of educational facilities
c.      Development of positive attitude
d.     Vocational and technical education
e.      Democratization in education
f.       Economical subsidy or scholarship
